No, what I tweaked was the occupation decision priorities, so that AI factions rarely occupy and instead mostly sack and liberate. That caused the makeup of the map to be more stable, instead of a few big factions consolidating into (often unrealistic) empires too quickly. I just dislike it if some little greek city state like massilia, that in reality had a population of 6000, conquers huge swaths of gaul, or if you have to fight you way through hordes of athenians in dacia. I wanted to expand as the romans, and meet the factions that were actually there. And I did not want to rush it just so I can "catch" the right factions, before they get swallowed. It's my pet peeve, and I was looking for a way to fix this since I started playing this mod.
Some say they want large empires to grow to provide a challenge in the later game. But I have to say, that it is far from easy to have a lot of small factions. Each of those little barbarian tribes has two full stack of very trained soldiers standing around, which they must have gotten from fighting each others and/or buffs. Also their garrisons are well-trained. To subdue the Insubres, I had to go in there with four legions. And often they are allied in ways that make you go to war with an entire region.

Massalia had few times that of population, 6000 was military strength of just Massalia city while they had a lot more land and manpower than Athens or Sparta of the period (or at least in case of land, more then both of them ever). Shame that Romans did not leave much sources on them (or they did not survive) as they appear to be real power in the region for quite long time.
