Why emergence through culture %?

I've played lots of warhammer mods and they have many timeline events that pop up according to the "historical lore". So I looked up on the hyrule wiki that Majora emerges "historically" on 175 AG. So I played as the Forces of Twilight and I tried to spread majora culture but it takes forever and the Realm of Twilight becomes bankrupt after a little while. With only the Twilight and Kingdom of Ikana as the only majora worshiping factions, it's almost irrelevant to make the Church of Majora to emerge based off of 50% majora culture in 50% of the settlements of Hyrule.

This will take ages. The only purpose I have with these two factions are to summon Majora and possibly be rewarded or have a chance to fight Majora. I was hoping to even join Majora's side as the Darknut Legion if Majora offered conversion, but the Darknut Legion lacks priests. The Darknuts are my favorite factions but the lack of bows makes defense in these amazing settlement models

Actually, the Majora event isn't even implemented yet, so your efforts are in vain, sadly. When it IS implemented, I was under the impression that the "Church of Majora" would spawn and churn out the needed priests. That will be what causes his rise and the choice of converting or resisting.

Also, I didn't think it was 50% Majora in 50% of settlements, but just the presence of Majora Worship at all in 50% of the settlements.

This will indeed be the case. Once Majora is added in the game many preists will spawn around the map and begin spreading his religion to cities at a pretty fast rate.

Is it possible to convert an enemy to your factions religion? Like can you turn the Gorons into Strict Goddess worship, or has that yet to be implemented? Or even possible.
