Playing as Carthage I never have any food problems. Starting out I usually have +20 and later in the game I am around +70. The province of Corsica and Sardinia itself starts out with +12. Is this WAD? I use no food mods.

I noticed this also but I think it's fine when you consider how large a territory Carthage starts with. I think it's more to help the Carthage ai so that they can survive longer.
I've had this but considering how much grain and fish came from Corsica and Sardinia I do not really have a problem with it, at least to help the AI.
its historically accurate, north africa pretty much fed the entire roman empire, at least the places with the most demand.
I haven't looked at these values, not sure if we have changed them from vanilla.
However, I will say that Egypt was the breadbasket at a much later time. Carthage and Africa were actually a very important food source for a large portion of the Republic's history.

Loving the new population surplus nerf in the new update any possibility to take a look a province food production?
I never have food problems with any of the historically large empires.
It would be nice if CA had put in production and stores of food instead of a fixed number. Perhaps under our current system of seasons there could be an impact to the food number calculated in. For instance, severe winter could have -5 food effect. This would at least require some planning as there would be a variable to the food level of a faction.
Now playing as Selucids I see that the province food of Syria is +17!?! No problem with food as Selucids either haha!

Actually the first source of grain of the roman republic was Sicilia, later Africa took over, then Egypt during the triumvirate. However, not all the grain came from Egypt, not even close. And after Egypt was supposed to support Constantinople in the late empire, Africa was again the main source for Rome.
Also Gallia became a grain exporter. They just not delivered to Rome, but to the Rhine armies and later to Britannia. Surprisingly in the 3rd century, when things became worse elsewhere, Britannia became a grain exporter, too.

If key fertile regions existed in the game that could support an empire's food needs it would add a level of strategy and important regions to hold, however, I don't think the AI would be motivated in the same way as the player. CA could rank key provinces for the AI to desire and be motivated to take, but that is definitely a developer type issue and can't be fixed by modders I wouldn't think.
In the current setup, food is pretty abundant everywhere. Having 40 or more surplus food seems pretty common as any faction gets to around 5-10 settlement in my playthroughs.
