Noob: How to change the army/fleet/agent limit ?

noob question
Because of the dawn advanced research system of this forum (which doesn't allow to select a sub forum ....), I don't find how to change the army/fleet/agent limit per fame.
I think it was in "campaign_variables" but I didn't found any variable to change that.

ok, I think it is in "fame_levels_tables"
but this entry is red and I can not access to the data (when I am double clicking on it, it open a window to ask me what programm will open the file) . I am sure I am doing something wrong lol
help please !
