Actually your ally put ultimatum on me,to hand him island of Cyprus for 750 gold(at time when he had 16000 in his budget) or he will take me lightly defended territory with force,this prompted our military to send clear message and show Egyptians that this sort of language is not acceptable.

The only restriction on forts are their number. Max 2 per region.
