Honestly, based on how they're dressed I'd date it to closer to the 1840-50s . . . not the early 1900s. I searched for a while, but couldn't come up with any events from that time period with said picture though :/.

Good ! Indeed it is the scene where the french diplomat gives Wilhem I the so called "Emser Depesche", thus leading to the French-Prussian War of 1870, resulting in the foundation of Germany (kinda).

That text on the stone is near damn unreadable but this is clearly some trial of sorts. But it says something about gidil de raiz? Who would be gilled de rilez (might get his name wrong) the guy that raped all the children. So his trial?
