I know nothing about Philippines' history, honestly

Could it be the Treaty of Manila of 1946? Though some of the clothes seem earlier, I have no other guesses.

The Mutual Defense treaty of 1951? Seems to late but just a wild
    guess.

The campaign of Darius the Great against the rebel Elamites???

I see an Achaemenid King who for some reason I assume to be Darius. Leading some Medes, but there are some Persian courtiers in the background. They are capturing what I can only assume to be Elamites. At first I thought they were Persian rebels but their dress looked more like the stereotypical reliefs of Elamites found on Achaemenid inscriptions.

Nice catch, it's indeed Darius suppressing one of the Elamite rebellions. Not sure which one exactly, but probably the first, since Açina was delivered to him. Martiya was disposed of by the Elamites themselves and Athamaita was neutralised by Gobryas.
