Default Can you RETRAIN Constantinople-only units in other settlements after the Fourth Lateran Council?

Hi there, I've been playing as Byzantine in SS 6.4 (early era).

I looked up the recruitment requirements for the three Constantinople-only units (Siphonatores, Spatharioi tou Vasileos, Scholarii) here, and it says:

    • Only in Constantinople, with the Scholae Barracks, can Spatharioi tou Vasileos be recruited (available after the Fourth Lateran Council in 1216).

It says these units are only available after 1216, but when you play as the Early Era Byzantines, you can recruit those units straight away from the outset??!!!

Can someone make it clear for me please.

Also if other settlements have Scholae Barracks, can these units at least be RETRAINED? I understand you can only RECRUIT fresh units in Constantinople, but if they sustain casualties, can they at least be RETRAINED in settlements with Scholae Barracks.

    Cheers lads

Other settlements cant build Scholae barracks, only possible in Constantinople.

And I dont think you can recruit them right now, only retrain.

Really? My other huge cities can also build Scholae Barracks (I'm playing SS6.4 early era, RR disabled).

Yea, ive played the Romans in early and late, and those "Constantinople only" units are pretty much only good for making your Emperor's personal army.
All my other armies that go and conquer and pillage are made up of the scholari sword/spear units that you get right from the start.

On the bright side, my Emperor's army full of those rare elite units always holds off hordes of invaders whenever a jihad is called on my capital

You can build the buildings, but they're useless in other settlements tbh. You can't recruit the units.
