    I am surprised no self-proclaimed TWC liberals open a thread for this...

    Uganda's leader has signed into law a bill toughening penalties for gay people but without a clause criminalising those who do not report them.

    It includes life sentences for gay sex and same-sex marriage, but a proposed sentence of up to 14 years for first-time offenders has been removed.

    US President Barack Obama had cautioned the bill would be a backward step.

    Mr Museveni had previously agreed to hold it pending US scientific advice.

    Homosexual acts are already illegal in Uganda.

    Correspondents say Uganda's inefficient parliamentary system has meant it has been difficult to get copies of the draft legislation.

    The bill signed by Mr Museveni, and seen by the BBC, is significantly different to what was initially reported on Monday - and has been watered down, they say.

    The new law allows life imprisonment as the penalty for acts of "aggravated homosexuality" and also criminalises the "promotion" of homosexuality", where activists encourage others to come out.

    Earlier drafts of the bill made it a crime not to report gay people - in effect making it impossible to live as openly gay - but this clause has been removed.

    Lesbians are covered by the bill for the first time.

    Gay activists say they will challenge the new laws in court.

    The bill originally proposed the death penalty for some homosexual acts, but that was later removed amid international criticism.

    In other words lesbian porns are illegal in Uganda (!!).

    I guess the only two good things about this new bill are:

    - No gender bias since it includes lesbians.

    - No death penalty for homosexual activity, which the original bill proposed.

    Otherwise I don't know... May be Ugandan homosexuals can move to CAR, DRC or Rwanda?

    By the way what is the "homosexual actions" mean here?

    Then the missionaries chimed in and he signed it anyway. What a farce of a country.

    The Archbishop of Anglican Church in Uganda is close to have a schism with his colleagues in Europe.

    The head of the Anglican Church in Uganda has given a critical response to a letter from the Archbishops of Canterbury and York warning that gays and lesbians should not be victimised.

    Their letter was sent to all presiding archbishops of the Anglican Communion.

    It was also sent to the presidents of Uganda and Nigeria, which have recently introduced anti-gay legislation.

    Archbishop Stanley Ntagali responded that "homosexual practice is incompatible with Scripture".

    He said he hoped the Church of England would "step back from the path" it had set itself on "so the Church of Uganda will be able to maintain communion with our own Mother Church".

    Archbishop Ntagali said the Church of Uganda had been encouraged that the country's parliament had amended the Anti-Homosexuality Bill to remove the death penalty, and make other provisions of the bill less severe - all amendments which he said the Church had recommended..

    An enormous step in the wrong direction, obviously. The most insidious aspect of all this is that some gay activists were hunted down and killed after their personal information was released to the public.

    One of my professors is working in Uganda for woman study for several years, and I wonder whether she would visit Uganda again this year...

    In the news, people with sub-standard education and no respect for logic or humanity hate gays.

    In any case the only really interesting development would be the complete severance of any links the West has with Uganda. Twist their balls I say. Twist them good.

    Sure plenty do, but I don't quite think that's the case for the majority, especially in a horrendously poor country with an insanely violent history such as Uganda.

    Yeah, it's not like gays and lesbians were bred in hive sacks and petri dishes in some evil scientist's laboratory. They are the offspring of regular heterosexual couples found in every country on this planet. It's not like gay people have different DNA.

    The other argument, though just as insidious, is that gay or lesbian people choose to be that way, rather than being born gay or lesbian. As if someone would willingly choose to deal with social stigma and threat of oppression, violence, etc. their entire lives.
