Need help modding with PFM 3.1.8

Hello,

I new to modding RTW2 but was a advent modder for RTW and MTW2. I am trying to understand how to start modding RTW2 and have run into some walls I can't overcome. I want to modify stats such as unit cost and upkeep to start with. I have the PackFileManager 3.1.8. The instructions that I have been following have come from:

I get stuck on Step 3 as I am not able to properly open a file for some reason.
What program am I supposed to open it with? I'm doing something wrong and would appreciate any and all help.
