    Default Government Systems[IDEA]

Hey guys, I was brainstorming ideas for my mod in progress (link in my signature), and I came up with the idea that there could be buildings that cost 0 florins to build and, idealistically, 0 turns to build, like a guild (I'm not sure on how to do that yet) which would determine how that town's government would act on certain issues.

The main issue I'm going to focus on is religious freedom vs religious persecution. I've come up with six different ways for the government to approach foreign religions(I'm uploading the Catholic's pictures):

To an extreme degree, this will allow for more trade, but will lower law, state's religion's conversion rate, and happiness-according to the percentage of the state's religion

So, you will build one of these to increase trade, law, happiness, and/or religious conversion rate, with a negative effect on other traits of that list. These buildings will really pave the ground for which buildings in the future will be important, and which ones the player will have to construct first. Plus, if you don't want to make the government choose between the options, you simply don't build any of them.

Clearly, there are two spectrums that vary with effect; certain buildings, like the Jizya Tax for Islamic countries, will only be able to be built if you choose a specific spectrum of the two. I am also thinking of other government systems, like culture acceptance vs. culture conformity. Any other systems you guys can think of will be appreciated.

This is just a Idea that I had (and put some time into making the pictures) and before I spend time building these and figuring out the details, I'd really like to hear from anyone who wants to critique this idea! Thanks in advance.
