you need to have an Imperial Palace in ITALY. And I think you have to hit an date also.

After 1.6 patch you only need imperial palace in Italy me thinks (date hit was required too in 1.2 if I'm not mistaken)

population growth rates are lowered especially to give the player longer to play with the polybian romans, and also provide challenge to the player to manage money and recruitment pools.
in the patches before v1.5 u needed to get to a date of 220bc i think and also an imperial palace.
but after v1.5 they only required an imperial palace in italy. i was having my reforms by about 250bc or even earlier thanx to slavery.
but as shaggy said, the slower growth rates make it a challenge.
cuz u so badly need the reforms since everyone is after u, but also, u need the troops to defend ur borders, but at the same time, the HUGE unit setting really puts a drain.
