Depends on your needs....but for the basics i build Government buildings then roads and then farms,the 3 basics.

Farms and economic buildings first for the most part. The compounding effect of increasing income and population (from farms) has lasting impact on future developments. I'll pick a settlement or two where I do not apply the rule - usually my best recruiting grounds, and improve the military buildings there.

Depending on the region, I don't build the roads, especially if it's a faction near Samarkand.

Military where you receive lots of troops, economic where there is a strong regional economy... if there is a region that gives lots of both aka Baghdad I go economic first as that is the biggest issue.
