The only one I know is Ultimate Unwrap 3d and its ETW plugin.
You can open most of TW:R2 models and even animation and then export them as .fbx or .dae for example.
The problem is that ETW plugin seems to only open lod1 from models, and not lesser lods.
So the Assembly Kit is actually quite useless for an artist? Without having access to the original CA assets; the maps, scale, polycount, UV data, rigs, neutral poses, pretty much EVERYTHING we need to create new assets that are useable in r2 TW... we can't get without paying $60 for a 3rd part program? Well that's.
The Assembly Kit allow you to create new models, so, I consider it as useful, even if an importer would be welcome.
To create new models, CA provided .max example to use as a base.
I didn't have enough time yet to really test the CS2 converter and create models.
One thing I would like to test is if it is possible to create new skeleton and how.
