I would like to know if there's a simple way to make sure that AI controlled Rome will inevitably become a superpower without player intervention and without giving them too unfair advantages against the player. More than once I have looked forward to facing a roman empire in battle after giving them some time to build an empire before expanding in their direction only to find out that they've already been destroyed or are fighting desperate battles in Italy.
