How to make Cypress have ships?

I was playing a mod today that made all factions available and I happened to chose Cypress. Funny thing is they can recruit a fleet general, but they cant recruit ships?? Even though you build a naval dock or what ever, even a fishing village lets you recruit some kind of ship. If you look at the tool-tip it doesn't show any kind of ships available to recruit. So how do I go about giving them naval access or what ever is necessary to give them ships?

Well I know I can just pick another faction and play, but it bugs the crap out of me that this faction is broken, and I want to fix it lol. Poor Rome 2. To leave this wonderful game in the hands of wolves..... Ill figure something out.
