Short answer, quite a bit of work if you haven't done it before. You basically need to make a clone of the entire superchain and all of it's structures, and reassign the cloned superchain to use the generic slots on minor settlements. If you want to have a go, refer to the link in my signature RE buildings.

If you just want to be able to build more of them in a province, shifting the current assignment from major to minor would be fairly simple.

Slot_template_to_building_superchain_junctions -> rom_MilitaryBuffMajor

Change the corresponding slot_template column entry to rom_minor_secondary
