Betrayed by dwarves?

Playing as Wissenland (sp?) and one of my settlements just got attacked by dwarves. Best part is, I can't attack that army to lift the siege unless I send a diplomat to break the alliance. What to do/is this a bug?

Have you ended the turn? As long as your faction hasn't gone heretic relations should be repaired by next turn. They also attacked me as Kislev but it was lifted when relations were restored.
