    Default Granting Ctizenship not available

    I'm playing a Roman 0-turn , wiht the 2.6 patch and ALX.exe.
    Today i used the addpopulation and processcq cheats in Akragas to trigger the Marian Reforms , just to check something about the reforms.
    In some cities i can't grant citizenship , when i build the Goverment Determination and Tribal Justice i can build only Annex or Client State but the Citizenship one is missing? To see if my save file is corrupted i started a new 0-turn Roman campaign and it's the same issue ,so to see if something is wrong with 0-turn i tried this in a Rome 1-turn save that i also have and in that one it works fine , i can grant anywhere Citizenship

    Has this happened to you , or is there something else to the Citizenship that i'm missing?

    'Cheating' never helps much and can cause problems.....

    But I suspect your Citizenship issue is because you haven't built a Market - this tends to be the reason. The requirements for Citizenship have never changed and the old stickies with the pictures/slides really are worth a look.

    Ok thanks for the reply , i knew that maybe the cheats were the problem but i didn't knew about the Market. I only used the cheats to trigger the reforms and check something out i didn't even saved
