Where to "annex" and where to "client"

Title says it all really. Though I have more of the history in mind.

Which cities did the Romans make allies and which did they annex? Which should I make into clients?

I know that Greece was basically made into a client nation at first, but what about other places? Were the Italian cities made into client states before being granted citizenship? Was all of Spain annexed? Were the Numidians left as clients? Massalia?

I am pretty sure Massalia was Romes ally/client state until Caesar attack it during

the civil war. I am not sure but the peoples from the Latin League would have gotten early citizenship

then the other Italians. The Sarmatians and Estrucians would have been annexed, over time.

Numidians I am sure was left to be a client state until the Imperial time when

Caligula decided to expand the Northern African frontier.

Spain is the one I am have no idea about.
