Just wondering since this format is relatively new,
1. Did you activate your copy of Win 7, again? Logged in as Administrator required.
2. Have you run Windows Update installing all software options but Bing and Malicious Software Removal Tool? autoupdate is a piece of junk and does not count.
3. Did you reinstall ALL your motherboard drivers? Microsoft generic ones are bad news and will not install your specific ones.
4. Are you logged in as Administrator? Not much good is going to happen if not.
5. Have you disabled the UAC? This game is too old for it.
6. Have you taken ownership/control of C: drive? It solves a lot of ills besides Total War.
7. Have you chosen folder outside Program Files or Program Files (x86)? Nothing good happens when installed in there.

I did all the installation at another pc and I just copied the isntallation folders!M2tw and other mods run just fine!!
