I think the name of the regions are wrong. xxx-gun is a suburb or small village. xxx-si is city. xxx-dong is district. For an example: Jeonju-bu (I don't even know what "bu" means) supposed to be Jeonju-si, Jeollabok-do which mean City of Jeonju in Jeollabok Province (bok is south...so...Gwangju would be in Jeollanam-do which is north Jeolla province). And inside the city, there would be small districts called xxx-dong. For a suburb...which would be a very small village, mostly farmland, it would end with -gun.
According to my researchers bu is an old way to refer to a city, yusubu is an independent city, and daedohobu is a large military city. Suffixes such as bu and gun are used to show how important a region is based on how important the city is.
