Possible bug: Yi Ling

I notice that in Yi Ling, nothing can be built. There is just a wooden wall and leather tanner or is this on purpose? I also don't think the wall can be upgraded beyond this (it was upgraded from palisade however) because I used the add pop cheat to see if it would let me upgrade the city. (I didn't see any other town with these restrictions so that's why I reported it)

Nope, not a bug. There are many settlements like Yi Ling (Si Shui Guan, Yan Men Guan, Wu Guan, etc.) that are more so fortresses/gates than they are actual settlements.
