At the moment, we have no converters, such as C22 exporter + BoB (Assembly Kit) to add new models in game.
But, if CA release a new tool for TW:R2 as they have done for TW:S2, it will certainly work with 3ds max.
Up until now, it is possible to import/open TW:R2 models (rigid_models_v2 files) using Ultimate Unwrap 3d + ETW plugin, but it is not possible to export models to TW:R2 file format.

You can use UU3D + ETW plugin to export TW:R2 .rigid_model_v2 files to several other file formats such as .fbx, .dae, .ms3d (MilkShape), etc.
But there is no importer according to the link
What is possible to do :
.rigid_model_v2 --(UU3D + ETW plugin)--> .fbx, .dae, .ms3d, etc.
What is not possible to do :
.fbx, .dae, .ms3d, etc. --(UU3D + ETW plugin)--> .rigid_model_v2
To export .max --> .rigid_model_v2 you will have to wait for a new CS2 exporter from CA or pray that someone create such tool.
So you are basically telling me that all mods released until now about units and models are just reskins?
