But to answer your questions:
1) To upload folders, you need to use a site like mediafire. You upload there, and are provided with a link so that other can download those folders.
2) I don't believe it is possible to add upkeep to buildings without the use of scripts.
3) You need to check your error log if you have a crash or CTD. Please check the Error Reports forum for further information.

And just a tip, but make sure to post in the correct thread and, if you can edit posts, please do that instead of making multiple posts . Such is frowned upon (and infractible) here at TWC.

De Bello Mundi uses upkeep for buildings via the fixed number income_bonus capability of buildings. Core buildings have a positive number, all other a negative one. Horrendously complex as it needs to be properly balanced.
