Allied Government for Nomadic Factions

Greetings, currently I have begun a cycle of gaming with the nomadic factions (Saka and Sauromatae for now but soon I will start another campaign with Pahlava), yet what I really don't understand is how I get to know where I can build an allied government, with Sauromatae I expected to build it in Crimea cities yet I can only build pastoralism or nomadism.

I think Pastoralism and Nomadism are the first steps to getting a government. I mean, you can't have a government governing empty grazing lands. So I guess you need to settle first with pastoralism.

This isn't possible at all, with Saka I cannot build both Migration and then the Allied Government. I think that with Sauromatae it is the same.

Neeeever mind. I have never done a full or even mostly done a nomad camapign. Forgive me for my random outburst of stupidity.
