It doesn't happen.
The March of Time is a RTW feature, not EB. It was originally used for triggering the Marian reforms. In EB, it is used for triggering minor reforms such as different FM units (Pontos, Hayasdan) or adding a new type of phalanx (Macedon, Koinon Hellenon). Major reforms have specific requirements and are triggered by the EB script, specifically written by the modders.
I really wanted to get those Hysteroi Pezhetairoi while flattening Rome. However, I guess it was stupid to think that reforms caused by the Romans would happen without the Romans.Is that where you get the Koinon Hellenon Phalangitai?
I suppose you could conquer and italian city, build basic population buildings to ensure population increase and then gift it to the romans if they are still alive.

Let's be clear : it's cheating, but if you want to add population to a city, the best way is using the console instead of trying to conquest it and develop it in a meta-game thinking that will asurely throw you out of the fun of the game during a lot and a lot of time.
My suggestion, so, is the key to the left high corner of your keyboard, then tpyping "add_population Roma 4000", six time, to be sure Rome has the 24000 people necessary for the upgrade of the city. (or any other population necessary for the reform to trigger)
Again, it is using the console so technically it is "cheating", but if you use it for the purpose of modifying your gameplay instead of using in game methods that are not driven by fun nor by RP but only by technical modifications of the game scenario, then I suppose it is ok... depending on your own way of thinking I guess.

Oh yeah, forgot that. I choose Capua. Does Patavium work? I remember it did in RTW.
I guess so. I never tried that in EB, but it might work. Who knows?
