OK window 8 I see,Try moving the "Roman - Total War" folder to your OS(C) without the CA folder so you would have eg "OS(C)/Rome - Total War" as oppose to OS(C)/Creative Assembly/Rome - Total War. Also with win8 in the properties for RomeTW.exe and/or the RomeTW-BI.exe set compatibility mode to windows xp in the laucher folder also set compatibility setting of the laucher.exe to windows xp and if you haven't done yet exact the files/folder in the direct X folders and keep them within the directx folder once extracted, DO NOT RUN DIRECTX INSTALLERS and see how you go

edit: also one more thing I forgot as tungri_centerio pointed out, in compatibility settings tick the box for "run this program as administrator"as well

Copy the files from creative assembly to a newfolder called Roma surrectum or something you like dont put IT in the CA folders.
than install it in your new folder.Make that you run as administrator, set it to use XP pack 3 comp pack.files look good i think.

It almost sounds like you didn't install RS2.5 first. You need to install RS2.5, and THEN the patch which upgrades it to 2.6. The RS2 loading screen is not in the patch, so if you're not getting it, you may not have 2.5 installed. Your directory structure 'looks' OK, but I think it's installed wrong anyway.

I run RS2 on Windows7 64bit with NO alterations or compatibility, and it doesn't need the DirectX files. Windows 8 does.
