A single db file "technology_unit_upgrades" is all you need to edit.
The table is simply:
Cost of upgrade - Old unit ID - Technology level required - Unit ID to upgrade old unit to

I think I've seen another file that listed unit or upgrade. Can't remember exactly since I'm not at my gaming pc. Maybe that file was just use for reference ? In any case thanks.
