How to mod unit banners? (battle)

Does anyone know where the banner size settings are? Ive been looking through the pack files for quite some time and cant figure it out. What i want to do is make the enemies banners the same size as my own. In Normal difficulty battles the banner sizes are fine, but hard and very hard battles the enemy can only have tiny banners that i cant see from a zoomed out view, while my own banner size is still customizable. I just want to make every difficulty have banners like normal difficulty.
