So he was warned last turn and this turn he's fined, right ?
I'm asking because this turn he has corrected it, I looked at the save right now and there's no fort without at least 4 units inside.

yes he is still to be fined and is given a warning and seeing as im currently not home it will be done asap. everyone may continue and when i post new save u will use that to continue

Like mentioned before, it was done in the first turn, thus it didn't have any real effect on the gameplay, so a warning would be enough.
But the whole nature of a warning is to not actually punish, but to bring attention toward a certain aspect of the game. Yet you are proceeding directly with a fine, tho there was no real effect on the game and the warning would've suffice.

I acknowledge the fact that my team mate has a slippy tongue and he should try an get a hold of it, lest he makes a fool of himself. But I beseech you Ice, don't fine him for the fort breech of rules, it's unnecessary and really. Admins should try their best not to be disruptive when applying penalties. In all actuality, what you are doing here is nothing else then disrupting. I am very much opposed and bothered by your current decision and urge you to think it through.
