Randomized but I hope there's no chance of ppl getting the same alliance they've received in the first tags. No offense, but I still think that the Lanny&Joff alliance are the hardest and stand most to loose.

You could flip a coin for each team, by excluding what they already played you'd get a 50% 50% chance for each alliance.
