Expanding Campaign Map - World in 270BC - Possible?

I'd like to expand the map to include the entire world in 270 BC, would such an undertaking be possible?

This is the best western hemisphere inclusive-map I can find (a little before our starting period of 270 BC) http://upload.wikimedia.org/wikipedi...ld_323_BCE.png

That would be an epic what-if and would much replay value to campaigns.

To rephrase the question there a hardcoded limit to the number of factions (and cultures) one can have? To the number of provinces/cities?

I don't know if it is currently possible to add new regions, provinces and cities. I could be wrong, but I think it would require a tool released by CA.
