Default Changing amount of Kings purse, not working

I found that Stainless steel gives you too much money. I am 15 turns in and my treasure is on 30K.

I noticed that you get alot of income from your Kings purse. (Around 2600 for Kiev)

    Here is the problem,
I changed the amount of the faction's Kings_purse I'm playing in descr_strat.txt in the mod folder. Gave no errors.
Started a new campaign but the kings purse stayed 2600.

    What am I doing wrong?

I did try it by putting it on read only. Still not working.

I did some more research, and found alot of descr_strat.txt files. Just to be sure, I am playing an early game, on SS 6.3.

    I found descr_strat:
    C:\Program Files (x86)\SEGA\Medieval II Total War\mods\SS6.3\data\campaign\early

    But also here (for example):
    C:\Program Files (x86)\SEGA\Medieval II Total War\mods\SS6.3\data\campaign\sub\BGR4_early

I did try both, still not working. On vanilla medieval 2 it worked great
