Not going to lie, that sounds stupid... 19 men are made ineffectual because one unit happened to retreat into the castle and happened to be later in the turn order... It is exploitable and not really fair in my opinion...

If you check the rule, it only applies to people who is first on the turn order compared to who he is battling.It is indeed stupid, but it's a game mechanic, the rule is there to make it fair, if it were Stannis with the one unit retreated to his settlement, he wouldn't be able, even if he wanted and disbanded the defeated units, to sally out(because he is after Joffrey on the turn order). The Stannis player knew that, he knew that if he sieged you werent suposed to sally out and you would be stuck there with your fresh forces, else he wasn't going to siege a settlement with 4 times his men inside it, just to get crushed. It already happened to me and I tought it was stupid too but then the admins explained to me that it was one of the thousands limitations of the game.
It happens because a unit needs movement points to sally out. When it gets defeated it loses his mp until the next turn(that's why Lannister, for example, always have movement points with his defeated units, because his turn is always the first). When you have an army with both fresh forces plus a defeated army, all together in one settlement being sieged, you can't select the forces you want to sally out with, or you sally with them all or you sally with none, so when one of the units have no movement points, all the others can do nothing except watch. Joffrey could sally out because his forces were defeated last turn by Stannis, which is after him on the turn order, thats why he CAN sally out, if it were Stannis with the defeated forces he would not be able to do this.

The best way to resolve this is to simply re-create it in a separate game. This isn't too complicated, just start a hotseat between Tully and Lannister and see if disbanding the units works.
Or ask the admin if you can do that move

I just ran a simulation of it and yes, disbanding the routed units makes the army capable of sallying. If you want to test it yourself just fire up a NB Hotseat with Tully and Lannister and send a single Tully spearman two spaces away from Riverrun. While his retreating to the castle makes the army incapable of sallying, as soon as he is disbanded full movement is restored.

I had a look at the save No rule violation was broken, u can disband defeated units but cant if a defeated general was defeated last turn. Procedd!
