why does my campaign always say this? is my install bugged or does sauron come in later as the "pope"?

hi exile, some suggestions on how to report bugs (if it is a bug)

- always report if you play regular vanilla TATW or any of its submods
- would be nice to know the turn you are actually at, as many scripts fire only after a certain turn number and with specific percentages

now, stepping back to your problem:

yes, Sauron is the "Pope" for the evil factions. For a regular TATW game he won't be present before turn 40, after this turn there is a 10% change he will appear, thus making invasions available
