Extended Realism*. It is a pathfinding issue. The armies are in a "waiting for ship mod" Are they at war with Macedon? If so, they probably build a ship then that gets crushed by the Macedonian navies.

yeah i know, and they are at war... they took Apollonia a few turns ago but havent really reinforced... i just thought it was funny and i know macedon is in for a world full of hurt since i am funneling money to the galatians and pontus at their eastern front. but yeah, knowing the stupid AI it will put the armies in 1 ship each and some will get sunk by macedon's navy

I saw the same thing with Selucids in my game as Rome, and to my dispair they then started a war with me. I saw 30 full stacks bunched in the middle of Iraq just sitting there...
I've also seen this....in a different form. In this case, in Carthage, a bunch of diplomats gathered in the same area near the sea and just...waited.

I wish...this will happen when pigs fly. I'm just hoping that MTW2 at least has greatly improved AI. If they listen to their fanbase (which, unfortunately, they do not seem to do very much), they will realize that it is one of the big issues with RTW. I'm fairly certain that if the AI was highly competent and didn't do stupid things, most people would overlook all the other errors.Originally Posted by JoeyJubb
I get the Carthaginian diplomat thing too, they all just sit out there doing nothing for decades until they die. And with Imperator II I also see Carthage ship multiple stacks to the tiny Balearic islands, Sardinia or Corsica. When I invaded the Balearics expecting light resistance, I instead found 4 full stacks. Odd choice for the AI.

If you are playing on Very Hard Campaign difficulty it could be because the AI doesn't know what to spend 10k a turn on so just builds loads of units.
