3dsmax is used for 3d modelling (making the shapes of the units, buildings, etc in RTW). I costs upwards of $3,000 dollars I believe, so if you have deep pockets then go for it.
Photoshop can be used for a lot of things. It can be used for texturing (the 2D images that are placed on a model), or really any other 2D thing you can think of. This also is very expensive, and if you are looking for a good (and free) alternative I would suggest using GIMP.
You should be able to find all of the tutorials etc the Scriptorium's Modding Catologue or in the Modification Resources SubForum.

    Hope that helps.

    Never said I had it
Anyways, try out the Modding Catalogue from the Scriptorium. It gives a good list of organized links to a lot of tutorials.

Because modelling is one aspect of a lot of other areas of modding you can participate in. Lets take:
    -Skinning
    -Mapping
    -Coding
    -Scripting
    -Graphic Interface
    -Research
    -Concept Drawings

    Get my drift?

Local Moderators need to be a part of a mod, first and foremost. They can be moderators for their mod forum but it is not common, and most often the position will fall to the mod leader.
