Anyone else having Logitech related performance issue?

For some time I have had very very strange freezing problem with Rome 2 that I have been unable to pinpoint, sometimes the game works, most often not. Until today I noticed this:

Rome 2's default benchmark:

Logitech's setpoint exe on the background: 13.3fps
Logitech's setpoint exe disabled: 41.5fps

Using 64bit Windows 7, Radeon 7750, very low end dual core AMD CPU.
