When you started your campaign? You cannot.
You can play with MOS, in that mod you can choose to start with Arnor.
You can add population, for it is not the number of years, but the number of people in Annúminas, that is the deciding factor in reforming. Use the console and the add_population cheat.
You could also, and this I recommend; take the challenge of not cheating. That is more fun and satisfying.
I built house of kings in Annuminas and i have alliance with Gondor and i have captured Hoarwell,Tharbad and Coldfells and Aragorn is alive but i am 57 turn do i need to be 150 turn in order to build Arnor

Then what do i need to do to forge kingdom of Arnor?
If you have Aragorn alive, an Alliance and have built the Huose of Kings (how the hell did you manage that in 57 turns? 0.o) but still do not get the option to recreate Arnor then it must be so that it still demands more required regions than you have yet taken* - as Arnor require Aragorn + House of Kings + right settlements + alliance with Gondor, and nothing else.
Or it may be a bug.
Do you play TATW or do you use submod(s)?

Well, if it yet don't work for you, and to get Arnor ASAP in a campaign is the aim, get a mod that enables to start as Arnor is my suggestion.
If you wan't a mo with a lot of content then MOS as suggested above is a good choice, and if you want one that is close to TATW but with (IMHO) essential material then I suggest Withwnar's Submod Collection [both linked in my signature]

Since this is about turns/years. Can anyone please explain how I change the start_date properly in MOS 1.6.1 without breaking the game? I found a tutorial but it is from 2011/2010
The way to code don't change, and can't remember MOS would done anything that would react negative to edit that either; back up and use that tutorial - and, if it by some odd reason wouldn't work, turn to the MOS thread as it is a MOS-related question.
