Icon1 Modding tools and latest update - what does this do for the modders at twcenter?

As the title describe what does this do for the modders at this beloved community? Does it help in any way or does it just complicate things?
I've read and seen that a lot of the stuff inside the db is hardcoded, which means it cant be changed or edited, has any of these hardcoded files been supported to change now or has nothing really changed?

Yesterday Mike Simpson stated they'd be going for a huge step towards modding for rome 2 in the next update (which was today).

For now, we’re about to roll out our largest patch yet, which contains a number of key fixes and changes. The next update will also bring you new, free game content which we’ve been talking about for a while… we hope you like it. Alongside this, you’ll see our next major step towards mod support for ROME II.

Well, he said the next, that would mean 6, not the 5. He also said work was starting on patch 7 so we wouldn't know until those are out.

He meant the Steam Workshop that is enabled now for Rome 2...

While I love the addition of the workshop, which will hopefully be step one in them releasing an updated Assembly Kit, is it at all possible to edit load order with the built in mod manager?
