I've been unable to get mods to work for 4 days. I deleted all text files in the Scripts folder and it fixed the issue.
I am referring to the scripts folder: C:\Users\[name]\AppData\Roaming\The Creative Assembly\Rome2\scripts
I'm running patch 4 with the latest Radious Total War Mod plus unit packs and the latest Playable Factions mod.
Could anyone provide an explanation as to why this would have fixed the issue? The new user.script file it has created is identical to the one I deleted.
Here are the contents of the previous scripts folder:
Preferences.script.txt
profile.[my name].txt
Profile.last used mods.txt
user.script.txt
Here are the new contents:
Profile.last used mods.txt
user.script.txt

You may have saved the old user.script.txt in ASCII (which is default) rather than Unicode (which you explicitly have to select when saving).

I just checked each of them and they were saved as Unicode. I never edited them directly, I used mod manager. I remember now that All Factions Playable worked for custom battles but I didn't test it on a campaign.
The game works now so I'm happy with that, I was just curious as to what was going wrong. Thanks daniu.
