Very disappointed in this game. The constant rebellions and slave revolts prevent me from expanding, even though I have plenty of food, shrines, and public building, every one, population, is unhappy. Coupled with an AI that is VERY passive, this game is being shelved until its fixed.

Public order in this game is effectively a bit more tedious to control as you have to make the simple math between the building with squalor that you want to construct versus the public order building(s) that you have.

But since Patch 2 or 3, we now can see the actual number of public order for the province be it positive or negative so it's even more easier to adjust to it.

I too thought that dealing with public order was a chore during the early release of the game, now I think that it's part of the game and that it brings more depth, thinking and planification in the Campaign.

Research the civic technology that gives better public order bonus.

The AI would draw the same conclusion about you. Follow the senates instructions on world conquest, never a dull moment.
Proculus: Divine Caesar, PLEASE! What have I done? Why am I here?
    Caligula: Treason!
Proculus: Treason? I have always been loyal to you!
Caligula: [laughs insanely] That IS your treason! You're an honest man, Proculus, which means a bad Roman! Therefore, you are a traitor! Logical, hmm? Ha, ha, ha!

Release captives after battle. Also, do not build anything that promotes squalor anywhere unless it is absolutely necessary. I'm on my way to a Pontus victory and I haven't had any rebellions or any slave revolts. Focus on increasing public order, food, and NEVER build buildings to the point that they promote squalor unless absolutely necessary.

1st: what difficulty are you playing at, if not Legendary, then I won't comment further because even Legendary is a joke in terms of managing your PO and food

2nd: just learn how to control PO and food, keep them balanced is not hard, just some equations you guys learned from elementary school unless...

3rd: AI is not passive, they become more aggressive than before and if I'm not wrong, they will be even more aggressive with the upcoming patches, I'll wait for threads complaining about losing campaigns due to AI's attack... and of course ppl will whine about that "OMG everyone is attacking me, this game is a joke" "omg diplomacy sucks they attack me all the time" "omg AI is just imbalanced, they spawn elite armies when im poor" =\

seriously, 3 problems are all about learning to play

    bonus

dare you say the AI is not passive (just 1 screenshot from my games, I watched so many AI empires like this spawning in patch 4)

I've become the most annoyed with agents. I started a new Carthaginian campaign, and on turn two just about everyone in africa declared war on me. Rome and syracuse as well. this i thought was kind of stupid, because it's turn two... but not the annoying part. I get kind of excited because this could be challenging. then my army that i send south ( i have a spy and a champion travelling with the army ) becomes a magnet for all of the agents of my enemies in africa. Once again i get excited " im going to level the out of my champion and spy" that was false. my agents got wounded. i took a city. i brought them back down. one gets wounded. then, the constant parade of messages began. sabotage, sabotage, sabotage............... apparently one agent can repeatedly cause so much dmg to my supply train that i cannot move, or my general gets wounded, or i get poisoned. Look this isnt every other turn one at a time this is every turn and mulitiple bad things happening to one army. it got so bad that at one point my baggage train was attacked 6 turns in a row. thus i could not move.

needless to say i put Rome 2 down once again. and she will remain down until i find some piece of good info on this forum. (other than mods. i have Radious)

id like to know if agents are an issue for any of you. the radious mod is the newest one and i play on legendary.

I would probably quit and restart the campaign.
While Rome and Macedon can survive a bad start, the Carthaginian campaign start IMHO depends on diplomacy and quite a bit of good fortune. Post patch 4, if I survive the first turns without the whole oikoumene declaring war on me, I try to skill my veterans and even some spies defensively. The AI has become really good at assassinating my generals and attacking the captain-led army immediately afterwards.
