Opening UI files?

Anyone know how to open and edit the ui files, specifically campaign ui/technology_panel?

there used to be a converter for Shogun 2, i cant remember where it is, though they tend to update the UI format for each release, and the S2 one was incomplete, so it may not be possible atm
