About ressources : in S2 at least, some ressources were needed to devellop a special technology or to recruit some kind of unit or some buiding.
IMO this was bringing more depth in the game. At least this could be an historical reason for a DOW.
And it would bring more diversity among the factions, because since M2TW, there is something that I really miss :
this feeling that my faction was just a part of a complex universe which was made of autonomous and distinct factions with their own agenda and moving according to various interests.
In S2 already it was just : my faction vs the rest of the world. But maybe, it was mainly due to the historical context.
R2 has a better diplomacy system, but this transport ship thing makes every factions acting just the same.
And on top of that, since patch 4, the only reason an AI faction declare war on an other is because this faction is already at war with more than one faction. Therefore even if the warring faction is Egypt, the Gaetuli who are on the other side of the sea will declare war on them and send one of those stupid floating stack.
I'd like to see some historical reasons for a DOW and acquiring new ressources could be one of them.
