For me personally..
AI, AI, AI.
A good battlefield AI that isn`t afraid to attack, defend, flank and as much real-world tactics (varied) that it can do AND not be afraid to waste the Player`s time like retreating off the map when it realises that the Player is actually too strong for it. Don`t be afraid to make the AI HURT the Player! The last time the BAI never feared the Player was in Shogun and Medieval!
A good siege BAI. Please, please, please, CA make the siege BAI GOOD for a change. make it at least to MTW2 level so it can do the very basics. Kill the torches. I heard killing the flags in sieges also help, so why don`t you kill the flags to help the AI? If it has no siege weapons it retreats and waits a turn until it has one! Simple! Come on Mr. AI programmer- Do it.
On top of that, add in a surprise or two that the AI has never done in previous Total Wars. Make it just a little better than before to prove your words on utube.
Note: I`m not saying anything else (because there is a lot more that needs doing, because I`m trying to compromise here). But for me if BAI could be properly fixed I would settle with that.

Agree with Humble, and less blobby battles, also units that hold a straight battle line without turning side ways.
Hold position for missile troops, so I don't have to baby watch them all the time after giving them specific target orders.
I would love if the rank of the general also had some effect on the AI.
If the AI only had a Captain, they would be inclined to make derpy and sloppy moves on the battlefield.
If they had a high ranking General, the AI would use its full intelligence to attempt to defeat the player.

The Naval Combat is severely bugged/bad and could use some love. At the moment there is no point in doing anything other than auto-resolve. They also need to fix Formation Attack. Also, they should remove the ability to torch gates.

Campaign AI that isn't some opportunistic robber. Right now all the CAI does is go after your unprotected settlements even if i have a huge army besieging their cities. How about an AI that recruits large armies (instead of the small3-4 stacks) that don't have forced march addiction problems but ravage your lands and force you to come out and fight an open field battle. Yes, you know, those battle types that once existed in previous total war games!
How about fixing the AI so it does not have obsessive hatred towards you simply because one time you accidentally passed through their lands. Yes its great that the AI remembers such events but they should slowly forget past hatred and these negative factors should minimize over time. In other words, there should be a way to reset relations. Also, CA, pls fix the client state system: right now when you obtain a client state and they still hate you because of "past aggression"., what is the point of client states if the moment you create one they declare war on you 2-3 turns later.
Since RTW, the trading aspect in the game is so pointless you might as well overlook it. Trading rights have little benefits and most won't even accept trading rights anyways. Please make it more engaging. Tech tree is also relatively pointless. Most "technologies" give you insignificant bonuses.

When an event comes up, as in, general adoption, a death, someone passes away, it would be nice to know before I make a decision exactly,
who the hell it is we're talking about. Just a name isn't really enough, I don't recall every general's name from turn to turn, but I remember which
army-legion-navy, so before I have to decide can I at least have a clue as to whether its some 3 star general I just got 5 turns ago or the general
that's never lost a battle, is commanding my primary army. I'm not one to remember the difference between Sextus, Sevius, Civisus are, but I'll
remember the army stomping face in France.

More aggressive CAI, instead of an AI that seems to be on a sightseeing tour before they're an "elimated nation" message.
Well, what I am going to say write I do not think it is a matter of a patch but what I would like the game to have. Armies do not go to sea, they need a fleet, of the ones we recruit in ports, to sail, and once in battle they are merchant vessels to be destroyed/ defended by navies. Walls in all cities, but fixed sieges, well fixed AI in battle in general. When a fleet blockades a city anyother faction can siege and take it. A reduction of upkeep cost of units and a reduction of the cap of armies and navies so the player and mostly the AI will recruit full stacks easier instead of sending armies and fleets of just a few units, I have tested it and it works. Remove the forced march or change its effects as making it not be able to fight when chasing another fleet makes the game useless, as, well, you have a nice race at the sea but not a battle until it reaches its destiny, so maybe drop the moral of the army or fleet using it and let the combat happen. More turns per year would help in several aspects, family, techs relevance, less movement point in campaign would match with it and would increase the strategical level as decisions are more relevant, it would avoid the constant flow of armies and navies in all directions and mutual exchange of cities in one or two turns, and would increase the number of non siege battles so less siege battles, a concept that some people seem to avoid. Historical naval power should start with powerful ships, quinqueremes for Carthage for example, so even if the armies sailing feature is kept the starting navies have a meaning. Fix the naval mechanics, nowadays ram has to be ordered each time and once a ship is rammed it stays passive until sunk. This does not happens with boarding, once given the order the ship boards unless it is rammed so then it stays passive. Regions exchange in diplomacy. Use the harpax model to give proper scorpions models to the ships, I have done so modding it is not difficult and it gives one two mobile 360 º nice artillery piece(not the actual fixed ones) to the ships, even the melee ones ( the ones I used), and add some towers. I have done and it gives more interest to the naval battles. Also increse the hit points of the ships so they last more and it is historical as ramming was not so definitive in these times.Spoiler Alert, click show to read:

obviously the AI but the political system and end game is absolute garbage right now.
I dont understand why CA is just terrible in end game material.
every time there are some great ideas but the execution is lazy and just plain horrible.

the Political system is just bad, there is not a single redeeming aspect to it. there are hundreds of threads saying what is wrong with it and what else can be done to improve it.
honestly I just think they should delete the political system and start over completely. something akin to the first RTW and the papal elections/intrigue of M2TW.
To me, battle blobbing is the biggest issue.
I think the main problem with CAI is difficulty scaling. Try a campaign on Very Hard as Carthage, and then come talk about "passive" CAI. There is the potential for a lot of aggression in the game, its just not well balanced out.
I also think "artillery" units are overpowered. But that is probably more something for a mod. Personally, I think arty should have no special abilities, there should be no exploding "howitzer" shells and the ballistas/onagers should be fixed arty/immobile.
-Performance and stability fixes for the new problems in Patch 4, bringing the graphics up to par at least with previous TW games
-Challenging campaign AI that actually attacks and defends
-Functional diplomacy system with province exchange and cease hostilities so satrapies aren't a liability, no more gang up AI
-Rebalancing and diversification of units to make the game more interesting and replayable
-Battle AI that doesn't stop working half the time and can siege
-Politics that actually means something, influences the civil war, and doesn't break after the civil war
-Minor fixes like torches in night battles, more compact unit cards, etc (at least I know CA is working on these)
The AI and stability should come first, followed by performance and diplomacy. Unit variety, balance, and politics are all very important as well, but I don't know if CA will ever get around to it at this point.
