    Default Zero Growth.

    I've progressed many many turns into the game and a couple of my provinces have no growth whatsoever.
    Is there a a maximum size for provinces?

    And how do you merge units in an army? Use to be I could drag and drop a unit card on another and that would do it, or highlight 2 or more unit cards and hit the "M" key.

    It seems that after all provinces cities have developed their maximal size, growth is lowered to 0.
    You can merge Units by selecting them pressing strg+m (actually ctrl+m in non German keyboards)

    Major settlements can expand 4 times, minor settlements can expand 2 times. After the province has gotten enough Growth to do that in every settlement, Growth becomes 0 as there's no purpose to it anymore.

    Its purpose is to create overpopulation resulting in starvation/riots/revolution , reducing the population, before the cycle starts all over again.

    Well that really bites.
    Seriously, in my campaign, it's about 150 B.C., and I have about 3 provinces that are apparently maxed out. So that means that all the buildings that I would have access to later in the game due to late tech research will be unavailable to these provinces. The Circus comes to mind. I haven't got that far in research yet and Italia is maxed. So no Circus is Rome??
    That's hardly historically accurate.

    Well having a MAXIMUM of four settlements in a "province" is hardly historically accurate, so you can just add this one to the list.

    The line is back that a-way.

    You can continue to upgrade buildings you already built. So, if you want the Colosseum in Rome then you need to build an arena in at least one of its slots.
