    Default Cannot Eliberate -Rome 2-

Hi, i seem to have a problem. Epirus captured Athens and even though I was looking for a period of peace and prosperity i could not stand still while the center of european culture was occupied. So i gathered an army and marched forth to eliberate it. When I laid siege sparta helped me aswell. Anyway after i mananged to defeat the defenders and i tried to liberate the city i found out that i had no such option even though "Your force can only liberate a settlement if the liberated faction was the original owner of both the settlement and region at the start of the campaign, and has since been destroyed. Control of the settlement is returned to them, all captives are released, and diplomatic relations between you become extremely friendly.". As a matter of fact Athens only had Athens and when it was occupied it was also destroyed. Is there something i'm missing here? Btw I control Rome.

I'm not sure I think you can only liberate it if it was the last city of occupying faction. In which case the occupying faction becomes your vassal, but it won't be the Athenians. The only way to get the Athens faction back is a successful rebellion by rebels. In which case your have foster rebellion with your agents and destroy forces that might stop the rebels retaking the city. The only easy "liberation" is it becomes part of your empire under your benevolent rule. The rules are different than those in Shogun2.
Proculus: Divine Caesar, PLEASE! What have I done? Why am I here?
    Caligula: Treason!
Proculus: Treason? I have always been loyal to you!
Caligula: [laughs insanely] That IS your treason! You're an honest man, Proculus, which means a bad Roman! Therefore, you are a traitor! Logical, hmm? Ha, ha, ha!
