Incredible spamming all the time, it doesn't care which mod I play its usual always the same - and that is just boring.

Some suggestions? Increase the ship costs maybe??? Reduce available generals for AI? I have no idea....

While I have never seen this kind of spamming before during my Seubi campaign, I did notice it as Rome. I understand your point but later in game (if Carthage survives that long) all those one man fleets tend to become large powerful stacks that are fun to try and beat. I can understand your frustration. Playing as Seubi the minors even manage to field 3 full stacks of troops and several 3-4 vessel navies. I think using Radious mod will alleviate this problem a bit for you.
