Removing Morale and Fatigue

I have so many of these mods that I've made, which remove the morale and fatigue aspect of the game. The first file I made, I gave to my brother as well, and it has always worked for him. I've made about a dozen or so, and have no idea why it wont work. So basically, if I remove morale, fatigue, or both, MY units(not the AI) are always exhausted. Some times it will work, wherein the units are always fresh, and always eager. Most of the time, it doesn't. Is there a way around this?
